The European Union has added HTX, the cryptocurrency exchange associated with crypto entrepreneur Justin Sun, to its latest sanctions package targeting Russia. The move reflects the EU’s growing effort to disrupt financial networks that authorities believe could be used to bypass sanctions imposed over Russia’s war in Ukraine.
Announced on Thursday and officially published on Friday, the new measures extend beyond traditional financial institutions to include crypto service providers, energy-related businesses, banks, and vessels linked to Russia’s so-called shadow fleet. The decision also signals increasing regulatory attention on digital asset platforms operating across global markets.
EU Expands Focus on Crypto Networks
HTX, formerly known as Huobi, is among 18 cryptocurrency service providers named in the latest sanctions package. According to EU officials, the listed firms are suspected of facilitating financial activity that may help Russian users circumvent existing restrictions.
The broader sanctions package is designed to tighten pressure on sectors considered critical to Russia’s wartime economy. In addition to crypto businesses, the measures target oil traders, financial institutions, and energy revenue channels linked to Moscow.
Founded in China in 2013, HTX ranks among the world’s largest cryptocurrency exchanges. Justin Sun assumed control of the platform in 2022, although the exchange continues to describe him publicly as an adviser rather than its owner.
EU Measures Differ From UK Sanctions
The European Union’s action follows similar restrictions introduced by the United Kingdom earlier this year. The UK previously included HTX in a sanctions package aimed at disrupting financial systems allegedly supporting Russia’s economy during the conflict.
However, the EU’s latest step is narrower in scope. Unlike a full sanctions designation, the measures do not include an asset freeze or a complete prohibition on dealings with the exchange.
