The U.S. crypto industry is approaching a pivotal moment as the CLARITY Act faces a narrowing window to reach the Senate floor before lawmakers leave for the August recess. At the same time, XRP has extended its recent losses, reflecting broader macroeconomic uncertainty rather than token-specific weakness.
While political negotiations continue behind closed doors, investors are also weighing regulatory delays alongside growing pressure across global financial markets. The combination has left crypto sentiment cautious despite several positive developments for XRP over the past year.
CLARITY Act Hits Procedural and Political Hurdles
The CLARITY Act, viewed as one of the most important crypto market structure bills in recent years, remains stuck in the Senate as lawmakers attempt to resolve disagreements over ethics provisions.
SkyBridge Capital founder Anthony Scaramucci believes the legislation has enough support to pass if it reaches a full Senate vote. However, he warned that procedural delays could prevent lawmakers from bringing the bill to the floor before the August recess, effectively ending its current legislative momentum.
The latest obstacle centers on proposals that would expand enforcement authority for state attorneys general over federal ethics rules. Supporters and critics continue negotiating a compromise, but time is quickly running out.
The bill reportedly still lacks the votes needed to clear the Senate’s 60-vote threshold, with opposition coming from both Democrats and several Republican senators. Although some financial leaders, including Goldman Sachs CEO David Solomon, have backed the legislation, its future remains uncertain.
Macro Fears Push XRP Lower
XRP fell around 2.4% to approximately $1.11, underperforming a slightly weaker crypto market.
The decline appears tied primarily to broader macroeconomic concerns rather than Ripple or XRP-specific developments. A sharp selloff across stocks, precious metals, and cryptocurrencies followed disappointing corporate earnings that renewed concerns over AI-related spending, while rising geopolitical tensions added further pressure on risk assets.
From a technical perspective, XRP recently failed to hold gains above $1.16 and retreated toward key support near $1.10. Analysts identify resistance between $1.19 and $1.42, while a sustained breakdown below current support could expose the asset to further downside toward the $0.74-$0.75 range if broader market weakness continues.
XRP Fundamentals Continue to Improve
Despite weak price action, XRP’s long-term fundamentals have strengthened considerably over the past year.
Ripple’s lengthy legal battle with the SEC has concluded, reducing one of the biggest sources of uncertainty surrounding the asset. Meanwhile, multiple U.S. spot XRP ETFs have launched, collectively attracting billions in investor inflows, while Ripple’s RLUSD stablecoin has expanded rapidly and gained traction through payment partnerships.
However, several structural challenges continue limiting XRP’s upside. ETF holdings represent only a small percentage of circulating supply, Ripple continues releasing tokens from escrow each month, and RLUSD itself may reduce the need for businesses to hold XRP for cross-border transactions. In addition, decentralized finance activity on the XRP Ledger remains well below previous highs.

At the same time, XRP’s future performance is likely to remain closely tied to macroeconomic conditions until stronger technical momentum or regulatory clarity emerges.
