Japan Reshapes Crypto Strategy: Web3PT Dissolved, New Role Created to Propel Blockchain and NFT Innovation

In a significant development for Japan’s crypto and Web3 landscape, the Digital Minister, Masaaki Taira, announced the dissolution of the Web3 Project Team (Web3PT) on the 27th. This move, however, does not signal a decline in the government’s commitment to Web3. Instead, it marks a strategic shift towards a more integrated approach within the Liberal Democratic Party’s Digital Society Promotion Headquarters.

Congressman Akihisa Shiozaki, a former executive director of Web3PT, is poised to assume a newly created role focused on crypto-related matters. This transition underscores the government’s intention to maintain its proactive stance on Web3 development.

Web3PT, under the leadership of Representative Taira, played a pivotal role in shaping Japan’s cryptocurrency and digital asset regulatory framework. The team’s efforts were instrumental in driving the nation’s Web3 agenda forward. Notably, in 2022, Shiozaki advocated for a dedicated minister to oversee Web3 developments, a proposal that was considered ahead of its time, especially when compared to the U.S. Biden administration’s approach at the time.

Web3PT’s influence extended beyond policy recommendations. In April 2024, the team released the “Web3 White Paper 2024,” which outlined several proposals, including the need for separate taxation on crypto gains. This recommendation was subsequently addressed through revisions to Japan’s corporate tax rules.

The Ministry of Economy, Trade, and Industry (METI) has also been actively promoting Decentralized Autonomous Organizations (DAOs). As the number of DAOs in Japan continues to grow, the government has explored various support measures, including through hackathons.

Prime Minister Ishiba has further solidified blockchain and NFTs as key components of his policy agenda. His policy book, “Regional Revitalization 2.0,” outlines plans to leverage these technologies to revitalize local markets, particularly in the tourism sector.

While the dissolution of Web3PT may seem like a change, it signifies a strategic realignment within the government. By integrating crypto-related efforts into the broader digital society initiatives, Japan aims to maintain its position as a global leader in Web3 innovation.
